Alright, could you define what exactly you meant by using 4G for WiFi? Well first thing would be getting an internet service in form of ADSL or Cable or even Fiber.

Do they have any internet connection coming to the house? Or just a phone line?

Fine you want the PSU tier list? Have the PSU tier list: https://linustechtips.com/main/topic/1116640-psu-tier-list-40-rev-103/

I agree with everyone, we need more info, like is she already paying for internet but never set it up, or is there no internet service at all, in which case you need to buy some internet, see what's available in her area and call them up.

no to cable and yes to US.

So to recap, cut her phone line, okay. Doesn't have a Cable subscription. Call ISPs like TimeWarner, Comcast, Verzion and Chater to see if they are available there. If not you could go satellite I guess but use that as a last option. And the 4G service is in the phone or does she have a 4G modem?

what to do

Okay. How about you answer these questions first.

Who is the 4G provider (AT&T/Verzion/Sprint/T-Mobile):

How is she getting 4G (Mobile Phone/LTE Modem/Tablet/USB Stick):

How is she accessing internet (Over PC/Mobile Phone/Tablet):

Is she living in a City or Middle of nowhere:

Okay now we have something to go on. Now I'm not too good with US territory, but I can give it a shot.

What you need to do is call an Internet Service Provider, local or some of the big guys, and you want to check if their service is available to in this middle of nowhere place. You need the service to be Cable Internet or Wireless Internet or Fiber Internet, since you don't have a phone line to be able to have ADSL (If any of these words confuse you, use google). Depending on the state you are and town you will have different operators. That's why I suggest you do some digging on the internet.
