Best ways to cool a gpu

add some more fans to the case

or if you want

reapply the thermal paste to the gpu heatsink

It seems really hot because I can feel the heat through the case 

 

that has nothing to do with the temp that your gpu is running at. your 280X takes about 200w of power while gaming. that power gets converted to heat. if anything the heat you feel coming out of the case is more the cooler your gpu is running as more of the heat is being moved out. and 72 degrees is fine for any gpu. the 280X runs pretty hot due to its high power draw. you're pretty close to the temps i saw in reviews so changing up your case cooling and reapplying thermal paste isn't going to fix anything. unless of course you're having problems with your cpu temps because of the heat of the gpu. then 1 extra exhaust fan should clear that up.
