So i muted my computer and the static sound is still happening when i move the mouse and its really bugging me as i have never noticed it before and was wondering if im just going crazy or if any one ells has ever had this happen?

You're experiencing EMI which is leaking into your audio signal, presumably from your video card.

What is EMI?

Electromagnetic Interference. Technically EMI is incorrect as Electromagnetic is one word, not two.

Could a dusty PC contribute to that?

I don't think so.

I only dusted it out about a week ago xD, so what do you think would be causing it all of a sudden and how would i stop it if it keeps going.

put some ferrite chokes on your USB cable that leads to your mouse. There is a reason that most high end mice come with one installed. (My sensei and G502 included.)

Hey! New SIgnature!

I'm supposedly a person on the Internet, but you'll never know if I'm human or not ;)

Why would it damage it? Just imagine the choke like a donut. What you want is for the cable to pass through the middle, make a loop around one side of the donut, and pass through the middle again in the opposite direction.

The choke opens in two halves so you don't need to modify the cable.
