So is the CPU having more impact on multitasking or RAM ? 

They work in balance

what good is a 32core xeon with 2 gigs of ram

and what good is a dual core no hyperthreadying and 128gbs of ram?

 

 

But generally they CPU is more important factor in multitasking.

Both.

CPU probably more than RAM if you have 8GB or so.
