I have the windows 8.1 ISO burnt to one right next to me, it says 3.88 GB when I plug it in but at the price flash drives are getting to, I would spend a extra dollar getting a 8GB just to be safe.

Get 8GB. 4GB is cutting it short and really it's barely a extra dollar or two for double the capacity.
