Issue with any program not responding

Hey so basically any program that I use does not respond for a slip second the restarts it like if my computer was tripping then getting up then tripping again. I know its vague so I did a video to show the issue :

bad for the shit quality lel).

I already tried to make a malware and virus scan but it didnt solve anything. I will probably try to do a clean boot if I get no answers here.

 

I have a Windows 7 Proffesional (x64) pc its pretty old has a i5-520m and a Nvidia NVS 5100m
