i have this laptop and i play bf4 on medium with 40 fps and set everything to high in borderlands 2 idk how many fps i get tho but ir runs smooth

1. Will it run GTA v atleast at the settings the xbox one runs it at

 

2. will it do the same as above but for borderlands 2 and saints row 3-4

 

3. could i get a better one for the same-very close to the same price?

It wont be able to run games very well.

An AMD cpu has no place in a solely gaming build, end of.

I3 4150, Intel HD graphics, corsair CX750M, 4gb ram, Asus H81M-E, corsair 230T, Intel stock cooler WD Green 2TB Gigabyte 550TI

Even with that kind of budget for building a full tower PC, you'd be running at around medium settings at 1080p with 60FPS.

 

With that budget to buy a laptop..... RIP.

 

If you want something better for the price, build a PC. You can't get much out of a laptop at that price range.
