Let´s say i fully know how to program a fancy looking website after spending months of time in total, learning. Where do you actually find people that are willing to pay you for the job. I´ve only found some offerings at websites like, Kickstarter and some higher youtube channels asking for it.

So where do the customer and the programmer meet?

For legal people it would be around the business/proposal meeting table.

Any program design will need anything from a few to many such meetings to hash out the scope as time and needs progress.

Now when you talking illegal stuff you will......look just for get about the illegal side....you don't want to be there.

I think OP is asking how you would actually go about finding customers... Not how you would actually meet with those customers.

My government allows subsidies for small business with a proper proposal, i am sure Sweden has something like this. Have you checked with any government affiliated bodies for proper direction?

If you would have the time. It would be interesting to hear what type of work it was. And what programming languages do you know?

All it really was was just installing software on Linux and Windows Server & I don't know too much but I'm OK with C#, C++, Python and a bit of Java.
