Low GPU/CPU usage, need help (CS:GO)

Hey, my CPU usage is under 15% and my GPU usage is under 60%, what should I do? I get a very steady 150 FPS, but when I jump around sometimes it will dip down to 90 and I will get stuttering. Any ideas on what to do? Also, my CPU keeps turboing up to 2.4ish when it should be able to hit 2.8Ghz, any other ideas?

Tried:

- Reinstalling CS:GO

- Turning off Multi-Core Rendering

- Changing settings around

- V-Sync
