Horrible performance on GTX 690?

how would it be broken and still working

I've seen a fair few threads about the GTX690's 2nd GPU outright not working above 324mhz, being stuck there.. and unrecoverable.

Yet card works. Mostly without SLI enabled, but enabled it works, yet is performing so badly due to obvious NON-synced clocks.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

Well yeah, I don't really know how i'm going to handle this other than buying a new GPU in time for Fallout 4.
