So my question is im getting my new build i5 4460 with gtx 970. Since i5 4460 has integrated vga card which gpu will be used after installing win gtx 970 or intel hd 4600 and if intel hd 4600 is being used how should i change that gpu to gtx 970. Pls help im worried with that and will i5 4460 bottleneck gtx 970. How should i change that pls

Or are you asking how to use the VGA port (blue port) on your motherboard??

In your BIOS there should be an option Read the motherboard manual for your PC in the section on BIOS options there will be a option to use on board graphics or PCI-e graphics, select PCI-e graphics obviously.

and from looking at the CPU I do not think it will bottleneck your GTX 970 or it will be very minor if it does.

Just plug all your parts in, plug the monitor into the connector on the back of the GTX 970, not the monitor plug in the motherboard. Your mobo will automatically detect and use the dedicated graphics card. And you i5 won't bottleneck your card, they are a good match. My computer didn't detect my GPU when I first added it, so a restart will usually fix that.
