I got my second 290x much to my dismay 100% of the time it is useless, googling is actually not helping, I'm only finding threads like, "well it works for me, that's weird!"

I DDU'd, I removed and reinstalled my games, set bios to optimized defaults, I always get a horrible stutter, no "micro-stutter", I think "macro-stutter" is more appropriate.

Is there a common cause to this kind of thing? Because I'm about to reinstall windows from scratch.

This might sound obvious, but are you using the latest drivers?

Dunno what to say really, Dual GPU setup can be a hit or miss sometimes.

This is also gonna seem obvious but important, did or is your motherboard SLI compatible?

It would matter because if a board says it's Xfire compatibile but not SLI compatibile then it means the two PCIe slots don't run in x8,x8 sync which if it's the case you shouldn't really be running Xfire either but if your board can support SLI then it's fine, I honestly don't have clue how to help without being captain obvious :(
