For cherry switches as good as you can get is reds with o rings. 

 

Still night and day imho between that and the pure silence that is a good rubber dome keyboard.

The quietest keyboards have scissor switches inside. They feel better than regular keys, but are a little more expensive. You can often find them in laptop keyboards and slim keyboards (think Apple keyboards).

 

If you want a mechanical keyboard, Topre is a good option (really good for typing). One of the keyboards that uses this switch (CM Storm NovaTouch TKL) might be just out of your price range.

 

Third option is a keyboard with Cherry MX Red, and O-rings installed. O-rings reduce the sound you get by bottoming the switch out. O-rings aren't installed on keyboards by default, but they don't cost much. Installing them is easy, but may be a painstaking job.
