depends, open it up and see if it has a PCIe slot. If so, you could slap in something like a 750ti which doesn't need pcie power cables (the psu probably doesn't have pcie cables)

Probably yes, but it's not really worth upgrading that thing. You want to change everything anyway, just build new/used part pc.

So i have this PC laying around and was wondering if it was upgradeable.

 Once you are changing that much, you might aswell just start from scratch, you could shove one of the bus powered 750tis inside and call it a day but honestly I would sell it and use that money for a new board, cpu and case
