Have got a GTX 660, and a AMD 6100.

I know there is some issues with the game, although I am sometimes getting 30FPS, then it drops to 20FPS. Is this part of the bug which they will fix, or is it my GPU not being able to run it?

I have all settings on Low, and followed this guide too http://steamcommunity.com/sharedfiles/filedetails/?id=467862700

Are you playing in 720p?

Minimum specs are for 720p to.

Seems reasonable as far as I am concerned, that CPU isn't too good AFAIK.

I am able to get 60 most of the time after messing with the ini files for some time, I had to turn off interactive smoke for that. If I turn it on I will probably lock it to 30 my self.

Spoiler

Case Bitfenix Ghost, Mobo Asus Maximus VIII Ranger, CPU i7 6700K @4.2 Ghz cooled by Arctic cooling Freezer i30, (barely). GPU Nvidia GTX 970 Gigabyte G1 @1519Mhz core, RAM 16Gb Crucial Ballistix CL16 @2400Mhz. SSD 128GB Sandisk Ultra Plus as my OS drive. HDD's  1TB  Seagate ST31000524AS its OEM, 3TB Seagate Barracuda, 2x 500GB WDC Blue (RAID 0)

If it isn't working absolutely perfectly, according to all your assumptions, it is broken.

I am running at a resolution of 1650 x 1050, don't really like running at a lower resolution below my native resolution. I hope they fix it soon, I just brought it

There's nothing to fix. The devs have said the minimum specs sre for 720p and that's how they intended it.

"Minimum Hardware Specs

(or equivalent)

Resolution: 1280x720

V-Sync: Off

Anti-Aliasing: Off

Texture Resolution: Low

Shadow Quality: Low

Level of Detail: Low

Interactive Smoke/Fog: Off

Interactive Paper Debris: Off

Enhanced Rain: Off

Enhanced Light Shafts: Off

Expected:  30fps (capped)

It is incredibly important that users with a min spec video card with 2 GB of dedicated VRAM (or 3 GB on AMD) to keep the Texture Resolution set to Low.  Increasing this to Normal will cause significant performance issues.

By default, the game may set the user’s monitor to the maximum output offered.  Users should reset to 720p on min spec hardware.

With these settings on Min Spec AMD GPU’s, users can expect some minor texture pops, occasional loading symbols during fast-paced scenarios, and some hitches & stuttering when gliding or driving the Batmobile."

specs needed to achive this.

OS: Win 7 SP1, Win 8.1 (64-bit Operating System Required)

Processor: Intel Core i5-750, 2.67 GHz | AMD Phenom II X4 965, 3.4 GHz

Memory: 6 GB RAM

Graphics: NVIDIA GeForce GTX 660 (2 GB Memory Minimum)  | AMD Radeon HD 7950 (3 GB Memory Minimum)

DirectX: Version 11

Network: Broadband Internet connection required

Hard Drive: 45 GB available space

So I have to lower my resolution in order for it to have a stable FPS?

Yes, to 720p. It's a disgrace.
