pretty much.. slightly better performance per watt.. but a good cooler helps them allot. The stock version of the 290 had issues, the better cooled ones were fine (but did pump out allot of heat)

The chip yes , but now the aftermarket coolers are more "suited" to match the heat dissipation , in other words , more work was put on the aftermarket coolers by their respective companies so that they can get them run cooler and\or overclock better.
