I think the minimum any sane person would go with would be the 4440 (or any other variation).

Entirely depends on the mix of game and settings. mid level i5 is probably your best bet all round.

if you are going with a 60hz monitor then a 4460 or 4590 should be enough, if you have a 144hz monitor and having reached gpu bottleneck then you are going to run into cpu bottleneck before reaching 144fps even on the highest end cpus half the time, if you want to buy an oculus that will reportedly has a 90hz screen then you might want to consider a higher end cpu

i5-3570k or i5-4690k would be the minimum CPUs I'd run with a GPU that good.
