Pretty sure if you upgrade from the preview you must stay signed into your MS account at all times (it must be linked to your login account) and your stay on the preview ring meaning you are constantly getting Pre release code.

Don't think you can actually get free retail from the preview.

Do I lose my data if I update from Windows 7 SP1 to Windows Technical Preview?

No. But like all OS upgrades, backup your stuff if things goes wrong.

Be sure to uninstall your anti-virus, and any other security software (and reboot after), before starting the upgrade process, the case they think an attack is taking place and blocks it, and you end up with a mess that you cannot recover from.

Well first of all, Microsoft does charge for driver signature. So they are already charging that.

As for you the end consumer, you won't pay anything, like you didn't in Vista day, Windows 7 days, and Windows 8 days.

Driver signature is a prevent anyone from doing drivers, and those who do, needs to be approved by Microsoft.

The reason for this, is that a popular (like really) attack on a system back in XP days, was building a driver to by pass account restrictions, and allowed for much easier development of key loggers with also high accuracy.

Ah okay thanks than the store assitent did some kind of shit talk because he told it like the end user has to pay for the driver.
