If you have a new system, I would look into migrating to UEFI ready system for fast startup.

Windows 7 does not fully support UEFI.

Sadly, converting a system from legacy BIOS to UEFI, is not really a mouse click.

-> You need to backup your stuff, as you'll need to format the drive where you have Windows. You need to delete everything on it, and convert your drive from MBR to it to GPT. Windows setup will do this as you delete everything form there and re-create.

-> Before that you need to disable CSM (Compatibility System Module) in the UEFI menu (which used to be called BIOS)

-> Boot Windows 8 or 10 as "EFI" in the boot menu option screen.

-> Once Windows 8 or 10 is fully installed, go back to the UEFI, and enable fast mode (or the fastest option there is)

And assuming your entire system is UEFI ready, your system, with a fast SSD, and decent specs, should boot super fast from shutdown state (restarts are slower, that is normal).
