Hi, I have been piecing together a very quiet build in a small case and would like to avoid using additional fans on the radiator. If I were to put the rad directly below my graphics card (strix) and rely on the airflow from the graphics card, would that dissipate too much heat from the rad to the graphics card? Would this be possible to do or would it just be a better idea to go with air cooling?

You really need direct airflow through the rad to get meaningful cooling.   If you put the rad outside your case, yes it'll take up more space but you could then buy some cheap low rpm fans and run push-pull which would get decent efficiency and pretty much silence.

If you're not watercooling the gpu, you may as well get quiet fans for the radiator any decent fan you get WI be quieter than the gpu under load.

Check out some noise blocker e loops,or nff12, ek vardar/gentle typhoons.

How effective would a 120mm rad be for a custom water cooled loop? Since the case is so small I wouldn't be able to fit a 240mm. So with an NF-F12 on a 120mm rad could that dissipate the heat coming from the cpu and gpu? (g3258 OC and 970)

It will dissipate some but your overall temps are not going to be worth it.. If u can just run the CPU with the 120mm rad with the air cooler on your 970 you will get better results.. In saying that if your air flow is extremely poor may even be best with running all air to maximise airflow through everything otherwise could end up trapping heat inside
