what is the max. CPU GPU Clock Offset for a nvidia GTX 780, to not damage the GPU?!

That differs per card. Though it's not the clockspeed that damages your card, but the voltage and heat that result from it. Just make sure it stays beneath about 80 degrees and there are no artifacts or crashes. I also wouldn't recommend overvolting, but that is almost impossible without liquid cooling anyway.

In my case (check sig) I'm running stock 1150MHz at about 70 deegrees when playing, with fans in a jet engine mode. It is perfectly stable.

Depends on the card and how lucky you are 

I can get mine to 1397mhz Core & 6185 on memory
