if i found a 980 on craiglist for 420 should i take it or should i buy 970? (980 is really far away and i just want to hit 144 fps)

1080p in the latest triple A games is hard to hit 144fps unless you lower the settings. If you wanna play something like CS:GO a 970 could easily hit 144fps. A brand new GTX 980 is "only" $500 also.

if you are spending $420 misewell spend the extra $80 to get it brand new.

well it depends. If he is planning a new build I say get it. I mean used isn't that bad. He can spend that $80 on cooling or the CPU.

Depends on the games. Something like Witcher 3 it won't but it'll hit the 60fps mark, Some people use a 970 for 1440p. In more competitive games where that extra 100 FPS matters like CS:GO it will, What games do you play ?

CS:GO 144FPS Will easily be achieved, it's not that hard of a game to run.

GTA V Will be a bit tougher but can achieve 60 FPS if no AA, Low a few advance settings and if you can handle settings on high/ultra and lower stuff like density ect ect... But in games like GTA V, Witcher 3, or Shadow of Mordor 60FPS is "sweet" spot.

What made you pick a 7950 or a GTX 970 which would destroy the 7950 in any game out. You have the budget, go big or go home. The 7950 will play games at 1080p but not at settings like a GTX 970 would.
