Yeah, I would say so. There is going to be a new community map but that's about it for new content, they're just optimising the netcode, it's better than CS:GO's at this point but only on the CTE not the actual release game, however you can play CTE and the community map right now and still play the DLC maps.

Yep.  It's pretty much the only way to play BF4.  All the good servers require you to have DLC, at least from what I've found.  Plus, if you do end up playing on a non-premium/dlc server, you get queue priority.  Plus all the other benefits Premium gets you.
