Yes. You will get around 60 fps. Maybe more.

This guy runs it completely maxed out above 30 

If you turn some things down you will easily stay above 60.

yes. with small budgets it's best to buy a locked i5 and good gpu. much better for gaming.

can i do little oc with these setup?

you can oc gpu, not cpu. But oc'ing i5's gives almost no fps in games.
