Need help building a server.

So I am looking to build a small server for my development needs. I considered buying one of those cheap off the lease 1U systems on eBay but decided against it because they are too loud to keep around. My budget is around 400 USD and I won't be needing RAM, case and storage. I was looking at a Xeon 1231 v3 and seems like a great option so far. Has anyone here tried running VM's on it? If you guys have any recommendations on what CPU and mother board to get that would be very helpful.
