I download the plex media server on my computer, (yes it meets requirements) and when I launch the web application it says I havent downloaded a media server? I am using chrome... any ideas?

Are you sure you downloaded the Plex Media server and not the Home theater? Home theater would just run and try to find a local database. If you did install the "server" you would have had to do a bunch of config, like setting your directories and such. Did you do all that?

I did install the server, It asked where I wanted to download it, I downloaded it to C drive and then it said launch, I launched it and got this

Doesn't look like you have configured it yet. You need to configure the Plex Media Server to tell it the folders where media is set, how often to scan, the names in the Plex system, agents to use, etc.

Launch Plex Media Server, then on your tray icon (next to your clock) right click the Plex Icon and select Media Manager. A web page will open and you will be presented with the setup. 

 

Alternatively, you could also go to 127.0.0.1:32400/web/index.html within a web browser. Make sure port 32400 for TCP and UDP is unblocked by your firewalls on both Windows and your router (for when you connect remotely).
