Would a CPU that need a socket 1366 fit on a motherboard with a fm3+ socket

Intel CPU can not be used with AMD motherboard.

What about a motherboard with 2011 socket ?

A socket 1366 CPU will need a socket 1366 motherboard. I would personally not go with such a CPU, it's a bit aging at this point. Unless you got it for free or a low price.
