It will basicly let you run higher speed ram than what is supported by you CPU.

Since many RAM chips don't work at their rated speed out of the box, per se, this has been implemented to facilitate users to run their RAM the way it was mean to be used by the manufacturer, without having to mess with the BIOS and potentially screw things up. This even more at play with high frequency RAM modules on X99, where you basically need to overclock the BCLK to to get the RAM running at more the 2666MHz.
