Graphics card won't boot

So i bought a Gigabyte Radeon R9 270. I installed it Connected everything required and it wouldn't start. When i press the power button everything lights up as intended except for the rear USB ports. Meaning my back light keyboard and mouse did not start. So i couldn't go into the bios even if i tried. The monitor will state that there is no input signal. All the fans in the case start as they should. EVEN the Gpu fans start to spin. I've tried resetting the BIOS but that didn't work. I tried all of the outputs on the card and motherboard.I can't install the drivers without the gpu being in the computer. When i take the GPU out of the computer it starts normally. I'm actually posting this on the computer without the gpu in it. Please help. Thank You.

Wow, I was being dumb, he can take out the GPU and update the BIOS nvrm

Whats your PSU wattage, and did you have all the cords plugged into the GPU correctly?

Yes the card requires at least 500W and it is a 550W psu

yes there are two 6 pin connectors and they are plugged in correctly

It is a stock dell mobo so i cant really update it. the previous gpu worked perfectly

Well you can make sure its the gpu if you have a spare computer to plug it into, its possible that your motherboard has a dead pcie slot, or needs a bios update as the others said.

Possibly contact AMD/the retailer you got the GPU from to get a refund or at least some help?

I actually tested the gpu in another computer and it worked perfectly. Something is wrong with my pc. idk what it is.
