Sapphire hands down, and no, a 600 PSU will do just as well. Try to see if you can get a Sapphire Tri-X Vapor-X R9 280X. It's much better.

The vapor X version is the best one you can get. You won't actually need a 750w for it too. They're just being conservative

Vapor-X is a bit Cooler than Tri-X OC, but if i were you just go for a 290/x the difference is only around $50, but if you are sold on 280x just go for Vapor-X imo and have an exhaust fan and high quality PSU 600W-650W would be good, Seasonic or Antec is what i would recommend.

I have got a Corsair RM 750.

Will the Crossfire between two 7950's provide better/par performance and power consumption??

it will give better performance (but keep in mind crossfire and sli can bring issues with them so be ready for it) but worse power consumption due to the fact that you'll be running 2 gpu's

in idle power consumption will be similar because the second gpu will be turned off by the driver
