They'll do the trick. Though which slots are you planning on using? Open air coolers would be better if you have a good amount of space between them.

Hello, I was wondering if Reference cooling is enough for 2x 980 Ti's playing 4K? I am planning to fan cool both of them or do I get more fans?

Here is my build: http://pcpartpicker.com/p/yhD83C

I would assume so since the cooler is engineered to cool that card.

CPU: Intel i7 - 5820k @ 4.5GHz, Cooler: Corsair H80i, Motherboard: MSI X99S Gaming 7, RAM: Corsair Vengeance LPX 32GB DDR4 2666MHz CL16,

Display: BenQ XL2730Z 2560x1440 144Hz

don't forget that with open air coolers you're tossing the heat back into the case, which is a considerable amount of heat when you're talking about SLI 980 ti. you'd want to make sure your case airflow is decent across the cards, to get rid of that hot air.
