GTX 970 Issues; terrible performance

I'm having issues with my new GTX 970. It's the reference card from Zotac, and it's just starting performing horribly all of a sudden, after about 3 days of use.

Rest of the system is system is a 4690k @ stock, Z87 Sabertooth, 10GB DDR3 RAM, 840 EVO 250GB, WD Blue 1TB, and a Corsair RM850 PSU.

GTAV and Far Cry 4 are 2 games that are noticeably degraded; Far Cry 4 runs at an average 30fps on Very Good settings (not even ultra) and GTA is about the same. 

I'm on the latest driver, 353.06, which I've tried uninstalling and re-installing. 

GPU Temps are about 70 degrees when gaming.

I guess it's worth mentioning that I was also get a lot of the "Display driver stopped responding and has recovered" error, and tried the Microsoft Fix It 50848 wizard to solve that, if that could've made a difference.

When you tried uninstalling/reinstalling did you make sure you used the DriverSweeper to completely uninstall the drivers? A lot of people are getting the display driver has crashed including me with the current drivers. COMPLETELY uninstalling and reinstalling fixed this for me at least.

When you you un-installed the driver and reinstalled it, did you just use the Windows uninstall utility in the Control Panel? If so, it didn't remove all the data assicuated with the driver, so when you reinstalled it didn't really change anything. Use Revo Uninstaller and go through the Advanced process so that it completely removes every single piece of data associated with the driver, then try a new installation of the driver.

After testing out the driver issues, run at stock speed if you aren't already and check your Vram usage. The 3.5 GB VRAM issue shouldn't be that pronounced, however. It's probably drivers.

Yeah I used the windows control panel utility. I'll try DriverSweeper/Revo Uninstaller then a fresh installation of the driver and see how that turns out.

Really? Is it more stable than 353.06?

Nvidia has had really shitty drivers lately... The ones right after 350.12 would make my monitor in DVI turn a red or yellow tint with a ton of static then begin driver crashes and loop them.
