How about some system specs?

in the uefi interface did you disable the IGPU? I see that you are using a gtx960. If this is the dvi that you are trying to use then you need to disable the IGPU.

I tried that but it still loses signal at the windows loading screen. (with the logo and spinny circle of dots)

so, when booting my pc with the vga cable it boots just fine. the issue here is that the colors are completely wrong. for example google chrome is green, and the last video i tried to watch was so blacked out that i could barely make out movement. when i switche dto the dvi-d (single link) cable, the bios was crisper and in the right color. when i left the bios and tried to boot i got about 5 seconds on the screen with the windows logo and the spinning circle of dots...then the screen went black and the moniter said "no signal" this happens every time except for when I boot in safe mode.

 

P.S I have a single link dvi-d cable going from a DL-DVI-I port on the pc to a DL-DVI-D port on the moniter.
