So I am a game designer and currently have one 980 that i bought when i built my new PC in March. The question is should I sell my 980 and get two 989Ti's or just buy a second 980 to SLI with my current one.

Either way you are going to have a lot of horses in your pc enough for 4k gaming, if you are low on cash get another 980 if not go balls to the way and get two 980 ti's

Theres a decent performance difference between the cards... theyre based on different chips after all. But i dont think it warrants selling the 980 unless you really want the 6GB VRam of the 980Ti.

You might if you are doing CryTek, IDTech, or Unreal work and heavy realistic modeling for higher resolutions.  :P  But, ya the type of games, the engine, sw, and tasks they are aiding with = part of it.

I am making a side scroller but also I game on tge same machine, and im using Unreal 4 that has already been eating both system memory and VRAM while causing my 980 to heat up and thats just sitting there doing nothing

If you can get a good price for the 980, go ti.. I doubt you need the extra horses but if you have the cash the RAM is nice for designers..
