As long nothing conductive is touching the PCB you should be fine.

It's not recommended but i guess the ghetto setup works^^

 

If you can try and connect it somewhere close to the hdds^^

I would suspend it,so that it isn't just sitting on the GPU pcb.....seems like a bad idea to me.

The 3 pin from one of my top fin is helping it not fall awhile the fan is tilt on the heatsink of northbridge... My CPU temp drop 10*C and my GPU drop 2*C and my northbridge drop 15*C(awhile gaming)... it's amazing that a little fan can make a big change from the right spot...

EDIT: Also, the fan isn't going anywhere unless my computer fall or I move the computer to somewhere else... I shakes the computer and it isn't moving which is a good thing since the computer ain't going anywhere lol...

Yeah, what you have will work, but it's definitely nowhere near optimal.

 

Firstly, I would highly, HIGHLY recommend taking a can of compressed air to your system... I see a LOT of dust buildup. Especially around your fans and in those little crevasses on your mobo heat sinks. 

 

Secondly, like thedave500 said, get a fan for your exhaust port. If nothing else, fill that fan slot. There are plenty of good, cheap, effective options available on Newegg or NCIX or TigerDirect or whatever your poison of choice is.

 

Finally, I'm not sure how big your case is, but it might be worth it to invest in an aftermarket cooler. Just get a http://www.newegg.com/Product/Product.aspx?Item=N82E16835103099&Tpk=hyper%20212%20evo&IsVirtualParent=1'>Hyper 212 Evo. They're relatively cheap and will do wonders for your heat problem. There are also smaller coolers available if you're pressed for space.

I would make sure the power cable does not get into intel cpu fan.

the exhaust fan on the back is pointless because of the vent on the side and on top of the case meaning it wont pull air from the front of the case but rather from the top...

That's still leagues better than what you have now. You need *something* pulling the hot air out of your case. If anything, by having your fan sit below your cooler, you're simply pulling precious cool air AWAY from it, and not doing much with the hot air that rises out of it. That fan is pulling more heat off of the back of your video card than your CPU, and it's only sorta just pushing it towards the back of the case, and not much "out". Watch: Dust out your machine (with compressed air, NOT a vacuum!), get rid of that ghetto-rig fan, stick a new fan onto the exhaust, and I can guarantee that you'll see at least a modest drop in temperatures.

I got two fan on top, my case is a HAF 912... I can feel heat from the two fan on top and my cpu temp and northbridge temp dropped

Crud, I missed the top fans part. My bad. Although... now I'm a little confused what the issue is. I've never heard of needing a fan in that location. You aren't running any sort of overclock, are you? If so, I have a feeling that upgrading your cooler will relieve some of your heat problems, and reduce the clutter of a loose fan inside your rig. Also cleaning. Can't stress that enough.
