Is this enough?

Is a 3 x 140 rad able to cool a 970 and a i7 4790K both not OC. Also take in to account that I use this machine for minig and both will be maxed out at a hundred percent most of the time.

Don't think you need a watercooling in stock speeds.

I have a gigabyte 970 and a xeon 1231 with bequiet dark rock advanced, both running less than 60 °C under full load (room temp ~27°C)

For this machine ill be bitcoin mining and it  will be better to go over kill rather than not.

And since it sounds like you'll be running it continuously, you'll be able to keep it quieter.
