Games stutter while playing

I dont have these processes running.

Kill each unknown process 1 by 1 like he did and see if there is any difference.

So I recently re-installed windows 7. Got it up and running started playing witcher. I noticed id be getting 30 frames then all of a sudden it would almost freeze for a second. Then go back to 30 frames. I turned off v-sync and i was getting 45 frames. It would work then all of a sudden freeze then return to around 45 fps. It does the exact same thing in GTA V. Hell even Csgo had some rough spots. For some reason I believe it to be my drivers. My computer was working just fine before i formatted. Ive always been terrible at what to do with new OS. I installed most of the drivers my Motherboard has on the website. Then I just use Driver booster to install all the others. I really don't know what to do, and I dont want to reformat my computer. So my question is. Is it a bad driver that is causing my problem? If it is how can I find the bad driver, and What drivers would do this? Can you point me to a guide on what to do when I install on fresh OS. If you need to know anything else let me know.

The problem i've seen a lot with witcher was power delivery to nividea cards. By default the power to the PCIe lane is set to power saving. I don't know why but certain recent games have an issue with it, and every now and then let the card's power drop to economy mode. Switch it off in control panel

Thanks for that tip. I just changed that, but I guess I failed to state it wasn't doing this before I reinstalled windows 7. So its not the witchers fault.

Is your GPUs driver up to date? I don't know how well Driver booster works but 99% of driver update programs are crap.

 

Edit: also check your driver manager in control panel for any unknown hardware listings.

Yea my gpu driver is up to date. I even just uninstalled it and reinstalled it. Ive used IObit  software for a long time. So I feel like i have some trust.

Change what?

 Just because you don't care, doesn't mean other others don't. Don't be a self-centered asshole. -Thank You a PSA from the people who do not say random shit on the internet.

ok, your drivers looks normal.

Hmm, high FPS stutter happens when the CPU and GPU are not talking very well (normal driver problem), or CPU is accessing RAM at a slow speed (common problem with AMD CPU) but since everything was working fine before the reinstall nether is the problem.

The only thing left I that can think of is RAM a problem. Try only using 1 stick of RAM (if you have 2 in your computer) and see if that helps and test both sticks.

i just tested one ram stick now im testing the other. It was a lot less drastic. The frames still dropped but it didnt freeze as much. It just lost frames. About to go in game and do a little more.

Ok so this is weird. Im struggling to get 60fps with this ram stick. Its staying around 50. Can this stick of ram be causing my performance to be all out of wack? Ugh pc life is a hard life.

performance drop is expected with when removing RAM but is the stutter gone? stutter that you describe is not setting restricted so it safe to set your setting to minimum. Also (I should have check this sooner) did you install the x32 bit or x64 bit windows 7 or did you use the windows restore?

Well I've done it all multiple times. Ive taken the ram out one at a time. After multiple tests there is no performance change i have no idea why i was getting 60fps. I guess it was the are i was at. I even did a test where i would stand still in game. My fps would settle to around 55 then drop then recount back up to around 55. Just standing still. Even put both ram sticks back in. This is all so strange.

Ok, so this may be the problem. There is a program that is on the highest priority that is freezing the system.

I have the same problem on a windows7 64. Every two second the computer freezes for like almost 1 second.
When it starts it can take 20 mins or more before it goes away by itself. Of course i can reboot and it will go away.
Mostly it takes some hours before the problem begins, it does not show anything in eventviewer and no scheduled task started to run. Nothing unnormal in taskmanager.

I just now tried to end lots of processes one by one and see if it made any difference.
After ending these two it suddenly stopped freezing.
HsMgr.exe and HsMgr64.exe.
I will try it next time it happens so I know for sure, it may also have been a coincidence since by now in normal cases the freezes would dissappear by itself. /Bjenn

but I get some stuttering with witcher, but thats because I am running it with only 4GB of RAM.... but it's not bad....for 4GB.

He did not have this problem before, plus it happens in all games from CS:GO to the witcher 3. specs are not needed. plz read the first post.

I'm aware of that but I all ready had him do troubleshooting tests on his hardware. His problem is software based.
