audio problems

Whenever I plug audio into my pc (3.5mm jack) the sound is horrible like I'm underwater (does not apply to usb headsets) . How do I fix this issue? this is on my front panel of my pc but also on the back of my pc(motherboard) . 

Beneath this mask there is an idea, and ideas are bulletproof.
