FR CRY 4 GTX 970 FPS?

So I have a msi gtx 970, 8gb ram and a i5 4590.  In Far Cry 4 my fps is usually around 60-65 although it dips into the 50's all the time.  Sometimes it will go into the seventies.  Is this normal?  I heard somewhere that the fps should be at least 80.  Could my cpu be at fault?

Seems normal, depends on what settings you are using, similar to what I get on my 780ti, I get like 60+ with a few dips below

My cpu is clocked at 3 ghz.  If it was overclocked or an i7 would the fps be higher?

I get less FPS. Far Cry 4 is a a product of shitty optimization and support.

1080p Ultra?

1440p Ultra?

MSAA or SMAA?

If MSAA,...How much MSAA?

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

Far Cry 3 runs great though.  I get 75-95.  I have seen some people playing it in videos and they don't get more than they would in Far Cry 4.
