What CPU cooler do I need if I want to overclock to 4.0ghz? Would the cooler master 212 evo do it? Also would the fx-6300 be able to handle a r9 280 with stock @3.5ghz?

An hyper 212 EVO would be just fine.

 

If you haven't bought the parts yet, I'd recommend getting an i3 over the 630 if you're gaming. If video editing is a big deal for you, then the 6300 is fine for the price.

You can't, but you don't have to anyway. i3's for what they are, are top notch.

The biggest thing older PC's suffered with was disk access times, this is what made majority of PC's uber slow especially over time when it gets bogged down. If you have a modern HDD or SSD from today, there quite good, and much faster than the drives of old.

Of course it gets better with an SSD, but mechanical drives today (7200rpm) are quite adequate.

 

By the time the i3 too slow (year+), you could afford an i5 to replace it :)

/And then sell the i3 CPU to recoup some moneys.
