I recently got a 250GB SSD, but realized it was simply not enough space.  So, I'd like to buy another 250GB SSD to complement it.  If the OS is only on the first SSD, will games placed on the 2nd SSD still have the same speed boost?

Or will only the SSD with the OS on it get the big performance boosts?

Both drives will get the same performance.

if you are gonna raid0 them for double the performance of a single drive, everything needs to be reinstalled

personally i would keep them in separate drives

Not worth it to put them into RAID 0 due to the effort of reinstalling, and because you'll either be in one of these situations

1. You have a crappy 250GB SSD that's could benefit from the extra speed of RAID 0 but isn't reliable enough for reasonable use in RAID 0, or

2. You have a good 250GB SSD and running separately there's already plenty of speed to have everything run very snappy

If you want to make it a RAID, then Acronis True Image 2015 is what you want, along with Acronis Universal Restore

Make an image of your current SSD to an external drive.

Once you have an image saved, you can boot into BIOS and change your drives into a RAID 0 stripped array.

Boot into Acronis again and restore the image to the RAID array.

Then once booted you can make sure the partition is expanded under Disk Management, if not then you can make a seperate "Data" Partition, or expand the partition with one of the various disk utilities.

Or of course you can not take the risk and leave it how it is ;)
