My friend informed me that he would like an X99 Socket Cpu with the Asus X99 Deluxe Mobo and he wants DDR4 only

For what reason..

IE: Apart from Gaming, whats his usage include.?

Wasting money does not equal a future proof PC.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

He will use it for gaming, graphics design, video editing and rendering,

It's good to know.. so people can plan a better suited balanced build going for strengths in the areas he needs.
