Chromecast? Can play videos from a device to your tv.

Good solution, but for local files, you need a NAS. If you don't have a NAS, a Raspberry Pi would do better.

Edit: Chromecast, if you have a NAS if it supports it. If not, get a raspberry pi, or if you don't want to configure and stuff, get an intel compute stick.
