For noise and temperature yes, for performance no. Maybe the 780 and Titan overclock better on water but I'm not sure.

I prefer just going with my favorite non reference card because you never know if you are just going to get a shit overclocker of a card and then watercooling would be pointless.

Exactly right. Water cooling isn't about performance since the cost of it will never equal buying more expensive hardware.

If you want performance, add a second card or buy a better card.
