i was worried this would happen. this looks like thermal throttling to me. just want some conformation before i return the card for a different brand.

 

it was peaking around 88 degrees in witcher 3.

From that graph you can't tell if it is thermal throttling you want the core clock to be displayed to be able to see if it's thermal throttling down. 

 

Also what GTX970 do you have?

The information provided gives no indication that it's thermal throttling. You must also show GPU clocks as well.

under load it was fluxuating between 600 and 1000 while the adequately cooled one was boosting at 1200

Then it's thermal throttling. If you want to try to fix it yourself, you can remove the cooler and check the thermal paste, but I believe you'll void your warranty unless it's from EVGA.

If it's dropping down that low it's most likely thermal throttling then, either try to re-orient the fans to providing it more fresh air if its a blower cooler or a down draft by removing excessive heat and giving it fresh air.

ya its got fresh air blowing on it all directions. im going to return it to amazon and buy the asus turbo instead.

Which one do you currently have?

Also if you are looking for a good performer the Gigabyte G1 is top notch but you definitely need good airflow since it's a downdraft cooler.

im using the msi oc blower gtx 970. and the msi gaming 970. im extremely happy with the gaming 970 but looking inside the blower style one i dont see a single heat pipe and the base isnt thick enough for a vapor chamber.

im going to try a blower style cooler again. i just think the msi one is poop

blower coolers aren't as good as the aftermarket downdraft ones like from Asus or Gigabyte they don't dissipate heat as well and are louder.

understood but they dont have to give my rig a heart attack. the gtx 970 (one of the most power efficient gpu's ever) shouldnt run at 85 degrees at stock. i do plan to buy another blower style gpu but my warning is to stay away from the msi oc one.

They can get pretty toasty, they're good for up to 90C but will thermal throttle. My Gigabyte G1 got up to about 70C when it was on air during heavy loads and that was on stock with turbo boost 2.0 raising up the core speed.
