So my laptop that I have been using for gaming for many years is on it's last legs and I am looking for PC to replace it. I am new to building PC's and I am looking for some help in determining what components to get. I am looking to be able to play games such as World of Tanks, War Thunder and Payday 2 at either high graphics in 1080p. I would also like to have it be able to be used in the future for new titles so being upgradable would be a nice thing as well.

World Of Tanks is a poorly optimized pile of shite that uses a dated game engine.

 

Even on my rig, i dip to ~45fps, maxed out at 1080p.

 

Btw, USD or CDN? And do you need peripherals, monitor or OS?

No he didn't. He mentioned that the purpose for this build was driving a single 1080p monitor, but he didn't ask to include that in the budget

 

Sounds great but (correct me if I am wrong) doesn't Newegg only ship in the USA?

All of this is in USD. You never stated where you live/currency so everyone will just assume USA. I was already posting before your clarification. You really want that in the original post.
