Bad Gpu?

Specs" I7 4770k @ 3.5 ghz a gtx 780 Sc arx cooler (Evga) 3gb

 

 

When I play War thunder at medium settings I get 30 fps.. Why is this Happening . I Know I have no bottle necks going on! WHY. Then My friend who has a weaker pc can play at high and get 60 fps!!!

 

I think it is my Gpu because it Pipe whines when under load. Any other thoughts

What is the refresh rate of your monitor?

Different PCPartPickers for different countries:

UK-----Italy----Canada-----Spain-----Germany-----Austrailia-----New Zealand-----'Murica-----France-----India
