I am two parts away from building my computer. It's be a long time in the making lol I will have enough parts to bare minimum set up like install Windows. I won't have my water cooler until the middle of next month. Do you guys think it would be okay to start it up and setup Windows? Or just wait to order my cooler before I set it up? (temperature wise)

I'm sure it'd overheat without a cooler.  I'd wait, or try to find a temporary solution like a 212 evo or something.

PC won't even boot with no cooler, and it doesn't come with one so you can't.

Yeah I thought it was odd that it didn't come with a stock cooler

the x99 platform is aimed towards enthusiasts and professionals.

It expects you to run aftermarket cooling like air cooling,AIO cooling, doing custom water loops, phase change or even in extreme situations LN2 cooling.

Actually you can, did that with both of my Xeons on purpose to see how long it will last without a cooler before it shuts down from over heating (the board wasn't installed yet, was testing it out on the motherboard box). Managed to get OS, drivers, and windows updates installed without any problems. In the past if it was a Pentium 4. a few seconds without a CPU cooler and it would immediately overheat.

You have to set the fan monitoring to ignore within the BIOS prior to POST.
