PC Won't Shut Down!

Windows Started Glitching out so I went to Shut down my PC and Now it is Still on but there is nothing being displayed. Should I unplug it or should I Turn off the PSU, Or should I disable the PSU and then turn off the PSU

turn off psu, unplug, plug back in, turn on psu, turn on system. Fixed.

Just remember any problems can be solved by a flip of a switch...
