EDIT: It appears this problem is occuring on all browsers on my system, I am going to do some more research with this new knowledge, as I assume it has to do with flash player and not chrome or firefox or IE or edge.

 

What I have tried:

-Restarting computer

-Disabling and re-enabling flash player

-Checking and unchecking 'Always allowed to run'

-Reinstalling Google Chrome

-Restarting computer

-Reinstalling flash player

-Restarting computer

-Running CCleaner

-Using latest beta build

-Restarted computer.. AGAIN

-Installed firefox, not working in firefox

-Tried in Microsoft edge and IE, not working

-Cleared cache in flash player

 

PREVIOUS OP:

I can't seem to find a fix for this. I have ONE adobe flash listed in my plugins, so I can't disable one or the other, it only included the chrome plugin pepper.

Oh right Youtube is pretty much only one on html 5 atm xD

How do I enable HTML 5 for YouTube? EDIT: seems like it is auto enabled when it can be used? https://www.youtube.com/html5

And using the latest beta build did not improve anything.
